Multi-Country Rail Safety Systems Integration

The Challenge

When a mid-sized European rail signaling systems provider sought to participate in the $6 billion Lobito Corridor development, they faced complex challenges across multiple jurisdictions. The project, spanning Angola, DRC, and Zambia, demanded integration with existing infrastructure while meeting varying technical standards and safety requirements across borders.

The client needed to navigate different regulatory frameworks, certification processes, and local content requirements in each country. With over 1,300 kilometers of rail line requiring safety system upgrades and 3,000 train operations already in progress, the stakes were high. The project’s accelerated five-year completion timeline added further pressure to achieve rapid compliance and implementation.

Our Approach

We began with a comprehensive analysis of technical requirements and regulatory frameworks across all three jurisdictions. This included mapping certification pathways for safety systems, identifying local content obligations, and developing compliance strategies that maintained consistent safety standards while meeting varying national requirements.

Working closely with the client’s technical team, we developed an implementation roadmap that aligned with the project’s ambitious timeline. This included strategies for engaging with key stakeholders, from railway operators to regulatory authorities, and establishing partnerships with local suppliers and technical service providers.

The Results

The client successfully secured contracts for safety system implementation across multiple sections of the corridor. They achieved technical certification in all three jurisdictions within eight months, significantly faster than their previous international expansion efforts.

Through our guidance on local content requirements, they established partnerships with technical service providers in each country, creating 45 specialized jobs and meeting local content obligations while maintaining their global safety standards. The client has since leveraged this experience to pursue similar opportunities in other African infrastructure projects.
